These Terms of Use (“Terms”) apply when you access or use kityang.sg, a website operated by Singapore Kityang Huay Kwan (“Kityang”, “we”, “us” or “our”). By using this website, you agree to these Terms. If you do not agree, please do not use the website.
1. Purpose of this website
This website shares information about Kityang, Teochew heritage, cultural practices, programmes, events, community activities and applications. It also provides online application workflows for selected activities, including Cu Huay Hng and, when available, Kityang bursaries.
2. Information and updates
We take reasonable care when preparing website content, but cultural, historical, event and administrative information may be summarised and may change. Dates, schedules, fees, eligibility, capacity, availability, programme details and application requirements are subject to confirmation. If a formal notice or direct written confirmation from Kityang differs from this website, the formal notice or confirmation will apply.
3. Applications and registrations
Submitting an application or registration:
- does not guarantee acceptance, a place, attendance or approval;
- does not confirm that payment has been received;
- must be completed with accurate, current and complete information; and
- may require further documents, clarification or confirmation.
An application is confirmed only when Kityang issues an approval or confirmation. Kityang may request additional information, decline an application, impose a capacity limit or close applications where reasonably necessary.
4. Bursary applications and awards
Submitting a bursary application does not guarantee eligibility, approval or an award. Eligibility, the number of awards and each award amount remain subject to Kityang’s published criteria, available funds and assessment of the completed application.
Bursary applications must be accurate, complete and supported by authentic documents. Kityang may request clarification or additional documents and may verify submitted information with a school, institution, document issuer or other relevant party where this has been notified and is reasonably required. Materially false, misleading, altered or omitted information may result in rejection or withdrawal of an award.
An applicant will be notified using the contact details provided in the form. A bursary is approved only when Kityang issues written confirmation. Payment will be arranged only after the award and the recipient’s authorised bank or PayNow details have been verified.
5. Applications for children or other persons
If you submit information for a child, young person or another individual, you confirm that you are authorised to act for that person and to provide the information. A parent or legal guardian should act where required. You are responsible for ensuring that the participant and relevant parent or guardian understand the application, declarations and event requirements.
A bursary applicant below 18 years of age must have a parent or legal guardian approve the application, supporting education records, and the proposed payout arrangement.
6. Fees, bursary payments and payout details
Any total displayed by the application form is calculated from applicant selections and fee rates configured by Kityang. The confirmed amount is the amount stated in Kityang’s approval or payment instructions. Do not make payment until official instructions are issued.
Payment is treated as verified only after Kityang records and communicates confirmation. Receipt numbers, schedules and preparation instructions may be issued after verification. Any event-specific cancellation, substitution or refund arrangement will be communicated separately and will apply to that activity.
A bursary applicant must provide accurate payout details belonging to the applicant or an authorised recipient. Kityang may request reasonable verification before making payment. The applicant must promptly notify Kityang of an error or change. A bank or PayNow transfer may be delayed or rejected where the submitted details are incomplete, incorrect, inactive or unauthorised.
Never submit banking passwords, one-time passwords, full payment-card details or other secret financial credentials through the website.
7. Electronic communications and typed names
You consent to receive operational communications connected with an enquiry, application, registration, bursary assessment, approval, payment, schedule or event at the contact details provided. Application confirmations may be sent to both the applicant and the nominated parent, guardian or elder.
Where the form asks a person to type their full name as a signature or confirmation, that person should do so only for themselves or where properly authorised. The typed name records the confirmation made through the form; it must not be used to impersonate another person.
8. Photographs and event media
Applicant photographs submitted through an application are handled as described in our Privacy Policy. Events may be photographed or recorded. Any applicable event notice, consent arrangement or media-use condition will apply to the use of identifiable images and recordings.
9. Your submissions
You remain responsible for information, photographs and other material you submit. You confirm that the submission is accurate, lawful and does not infringe another person’s rights. You give Kityang permission to store, reproduce and use the submitted material only as reasonably required to process the relevant enquiry, application, registration or activity, or for another purpose separately notified and consented to where required.
Consent for marketing, publicity, photographs or promotional use is separate and optional. Refusing optional publicity consent will not affect the assessment of a bursary application.
10. Acceptable use
You must not:
- misuse the website or use it for an unlawful, fraudulent or misleading purpose;
- attempt unauthorised access to an account, application, photograph, database, server or administrative function;
- interfere with the website, bypass security controls, introduce malicious code or perform automated extraction that burdens the service;
- impersonate another person or submit information without authority;
- infringe intellectual-property, confidentiality, privacy or other rights; or
- use public contact information for unsolicited, abusive or deceptive communications.
11. Intellectual property
Unless otherwise stated, the text, branding, crest, design, illustrations, maps, photographs, video, event records and other website content belong to Kityang or are used with permission. You may view the website and share links to its public pages for personal and non-commercial purposes. Other reproduction, adaptation, publication, distribution or commercial use requires prior written permission from Kityang and, where applicable, the relevant rights holder.
12. Third-party services and links
This website may link to Facebook, email providers, payment channels or other services operated by third parties. We do not control their content, availability, security, privacy practices or terms. A link does not by itself mean that Kityang endorses everything on the linked service. Review the third party’s applicable terms and privacy policy before using it.
13. Website availability and security
We may maintain, update, restrict, suspend or withdraw any part of the website. We do not guarantee that the website will always be available, uninterrupted or free from every error or harmful component. You are responsible for using current device and browser security and for keeping your own records of important confirmations.
14. Responsibility and liability
To the extent permitted by Singapore law, Kityang is not responsible for loss arising solely from reliance on outdated or unconfirmed website information, third-party services, circumstances beyond our reasonable control, or misuse of the website. Nothing in these Terms excludes or limits any responsibility that cannot lawfully be excluded or limited.
15. Privacy
Our Privacy Policy explains how we handle personal data collected through this website, including application records, applicant photographs, bursary supporting documents and payout information. A bursary form will also present a specific privacy notice and required acknowledgement or consent before submission.
16. Changes to these Terms
We may revise these Terms when the website, our processes or legal requirements change. The effective date at the top identifies the latest version. Continued use after revised Terms are published means the revised Terms apply to subsequent use.
