Privacy Policy

Singapore Kityang Huay Kwan (“Kityang”, “we”, “us” or “our”) respects your privacy. This Privacy Policy explains how we collect, use, disclose, protect and retain personal data when you visit kityang.sg, contact us, attend or register for an event or programme, or submit an online application.

1. Scope

This Policy applies to personal data handled through this website and related communications with Kityang. It does not govern third-party websites or services linked from this website; those parties apply their own privacy practices.

2. Personal data we may collect

Depending on how you interact with us, we may collect:

  • identity and contact information, including names, mailing address, postal code, telephone number and email address;
  • participant information, including date of birth, gender, nationality, ancestral district, Chinese zodiac, clothing and shoe sizes, and relevant participation requirements;
  • student and education information submitted for a bursary, including school or institution, course or year of study, grades, report cards, transcripts and supporting documents;
  • bursary payout information, including the authorised account-holder name, bank name, bank-account number or PayNow identifier needed to make an award payment;
  • parent, guardian or elder information, including names, relationship, contact details and postal code;
  • application records, typed signatures, declarations, consents, event attendance, fee selections and calculated totals;
  • applicant photographs, event photographs and other material you provide to us;
  • application status, assessment and award decisions, payment-verification, payout and receipt information, correspondence and administrative notes; and
  • technical information such as security logs, browser or device information, IP address and essential cookie data generated when you use the website.

3. How we collect personal data

We generally collect personal data directly from you, from a parent, guardian or authorised person acting for a participant, through online forms, email, telephone, event registration, correspondence and participation in Kityang activities. We may also receive information from affiliated associations, event partners or service providers where this is reasonably required and lawfully permitted.

4. Why we use personal data

We may collect, use and disclose personal data to:

  • respond to enquiries and communicate with applicants, parents, guardians, participants and members;
  • administer membership, programmes, cultural activities, events and applications;
  • verify application details, eligibility and attendance arrangements;
  • administer bursary applications, assess eligibility, review educational and supporting records, and make award decisions;
  • seek clarification or verify submitted bursary information with an issuing school, institution or other relevant party where this has been notified and is reasonably required;
  • prepare clothing, footwear, ceremonial requirements and reasonable participation accommodations;
  • calculate fees, issue payment instructions, verify payment and maintain receipt records;
  • pay approved bursary awards by bank transfer or PayNow and maintain payment, audit and accounting records;
  • review and decide applications and send submission, approval, payment and operational notices;
  • document and communicate Kityang’s activities, where an applicable notice, consent or other lawful basis permits;
  • maintain organisational, historical, financial and administrative records;
  • protect participants, volunteers, administrators, the website and Kityang’s systems; and
  • comply with applicable legal, regulatory, accounting or reporting requirements.

We will not use personal data for a materially different purpose without notifying you and obtaining consent where required.

5. Consent and withdrawal

By voluntarily providing personal data for a stated purpose, you consent to its collection, use and disclosure for that purpose, subject to applicable law. Where consent is required, you may withdraw it by contacting us with reasonable notice. We will explain any likely consequences before processing the withdrawal. A withdrawal may prevent us from continuing an application, registration, programme or service that requires the affected information.

Application and ceremony emails are operational communications connected with the application; they are not marketing messages. Any future marketing communication will be handled separately in accordance with applicable requirements.

A bursary application form will provide a specific privacy notice and require the applicant, or the applicant’s parent or legal guardian where applicable, to acknowledge and consent to the collection, use and disclosure needed to assess, administer and pay the bursary. Consent for marketing, publicity, photographs or promotional use will be requested separately, will remain optional, and will not affect bursary assessment.

6. Children and young persons

Cu Huay Hng and some Kityang activities involve children or young persons. A parent, legal guardian or authorised responsible adult should provide or approve personal data where appropriate, ensure that the information is accurate, and review the purpose of collection with the participant in an age-appropriate way. Where a participant is below 13 years of age, consent must be provided by a parent or legal guardian.

For a bursary applicant below 18 years of age, a parent or legal guardian must approve the application, the submission of education records, and the proposed payout arrangement. We apply a higher standard of care to personal data concerning children and young persons.

7. Photographs and media

An applicant photograph uploaded through the Cu Huay Hng form is used for application and event administration. It is stored with the application record, is restricted to authorised administrators and is not made publicly accessible.

Kityang events may also be photographed or recorded. Public use of identifiable event photographs or recordings will be governed by the applicable event notice, consent arrangement or other lawful basis. Please contact us if you have a concern about an identifiable image published by Kityang.

8. Disclosure and service providers

We may disclose personal data, where reasonably necessary for the purposes above, to authorised office holders, employees, volunteers, event organisers and professional advisers, and to service providers supporting our website, hosting, database, email delivery, communications, administration, payment verification and record keeping. These recipients should only receive the information required for their role.

For bursary applications, relevant information may also be disclosed on a need-to-know basis to authorised bursary committee members, banks or payment providers, auditors or accountants, and a school, institution or document issuer where verification is reasonably required and has been notified or otherwise permitted by law.

We may also disclose information where required or permitted by law, or where reasonably necessary to protect safety, rights or the security of our systems. We do not sell or rent personal data.

9. Processing outside Singapore

Some of our website, hosting, email or communications service providers may store or process personal data outside Singapore. Where this occurs, we will take reasonable steps to ensure that the personal data remains protected to a standard comparable to that required under Singapore’s Personal Data Protection Act 2012 (“PDPA”), in accordance with applicable legal requirements.

10. Fees, bursary payments and financial information

An event application form may calculate fees from selections made by the applicant and rates configured by Kityang. Payment instructions are issued separately after an application is approved. The website records payment verification and receipt information entered by authorised administrators.

For an approved bursary, we collect only the payout details reasonably required to make and verify a bank transfer or PayNow payment. Applicants must not provide banking passwords, one-time passwords, full payment-card details or other secret financial credentials through this website. Kityang will never request those credentials to assess or pay a bursary.

11. Protection and data breaches

We use reasonable administrative, technical and physical safeguards intended to protect personal data against unauthorised access, collection, use, disclosure, copying, modification, loss or disposal. Access to application records and applicant photographs is restricted to authorised administrators.

No internet or storage system is completely secure. If a data breach occurs, we will assess it and notify the Personal Data Protection Commission and affected individuals where notification is required by law.

12. Accuracy and retention

Please provide complete, accurate and current information and tell us when important details change. We may verify information where it is likely to affect an application, decision, payment or disclosure.

We retain personal data only for as long as it is reasonably required for the stated purposes, Kityang’s legitimate organisational and historical records, dispute resolution, or applicable legal, accounting and reporting requirements. When identifiable personal data is no longer required, we will take reasonable steps to delete, anonymise or securely dispose of it.

Unless a longer period is required for a legal, regulatory, audit or dispute-resolution purpose, unsuccessful bursary applications and their supporting documents will be retained for up to two years after the final decision. Successful bursary applications, consent records, award decisions and payout or accounting records will be retained for up to five years after the final disbursement or the end of the relevant financial year, whichever is later. At the end of the applicable period, records will be securely deleted or anonymised unless continued retention is reasonably required and permitted by law.

13. Access, correction and complaints

You may contact us to request access to personal data that we hold about you, information about how it was used or disclosed during the preceding year, or correction of an error or omission. You may also raise a privacy concern or complaint. Requests are subject to applicable law, appropriate identity verification and any lawful exceptions.

14. Cookies, security logs and external links

This website uses essential technical functions, cookies and logs required for security, administration and reliable operation. We do not currently describe any non-essential advertising or behavioural-tracking cookies as being in use. If this changes, this Policy and any required consent controls should be updated before those tools are activated.

Following a link to Facebook or another third-party service takes you to a service governed by that provider’s own terms and privacy policy.
